Regulatory compliance: evidence and escalation | Egypt

Map the Egyptian control in practice

Choose a real contract approval or expense and compare the steps taken with the current policy. Who verified the counterparty, signed, paid and stored the record? If the workflow skips an approval, decide whether the control or the system needs changing before adding more policy pages. Trace the sample from request and due diligence to authorization, invoice, payment and archive. Compare approval limits in the policy with the people and permissions in the live system; an off-system exception needs its own explanation and approval trail.

Assign escalation and conflicts

Keep dated policy versions, training and exceptions. Define who receives concerns, who can investigate and who must step aside if personally involved. Protect confidential records and preserve originals. Do not treat a concern as misconduct before checking the facts. Create separate intake, investigation and decision roles. An investigator should log the allegation, source material, access restrictions, interim safeguards and the reason for each interview. Use a conflict check before assigning a person who approved the transaction under review.

Review duties for the actual issue

An allegation involving staff, customers or a regulator may raise distinct questions. Ask Egyptian-qualified advisers to check current obligations for the specific activity before interviews, notices or public claims. Document who had access and why each decision was taken. Identify the entity, sector, counterparty and activity before deciding which rule or regulator applies. Record the question needing local advice and the deadline it may affect. Limit access to personal information, and avoid broad internal circulation of allegations.

Close the loop without rewriting history

Record findings, uncertain points, remediation owner and a date to test the fix. A signed acknowledgement is not proof that a procurement or payment control works. Re-run a sample from request to approval and payment, and keep the initial evidence separately from the new procedure. Test whether the revised process catches the original failure, not merely whether employees attended training. Keep an exception log with owner and closure evidence, and schedule a follow-up sample that another reviewer can reproduce.

Evidence pack for review

  1. Collect the current policy and a dated sample transaction with its approvals.
  2. Record the people, systems and exceptions at each step.
  3. Separate allegation intake, fact-finding and decisions with access limits.
  4. Document the corrective action, owner and a retest date.
