Foreign Investment in Qatar: Setup and Licensing
Law No. 1 of 2019, ministerial approval and the mainland, QFC and free-zone routes for foreign investors.
Foreign capital in Qatar
The firm covers Qatar matters in cooperation with an announced partner office in Qatar. That partner office is not a branch owned by the firm, and the firm does not itself hold a Qatar law practice license; local licensing and representation are assessed for each matter in the State of Qatar. Foreign investment is regulated by the Foreign Capital Investment Law No. 1 of 2019, under which up to full foreign ownership is possible in most sectors with ministerial approval. Incorporation of mainland companies runs through the Ministry of Commerce and Industry.
Mainland, QFC or free zone
The Qatar Financial Centre (QFC) and the Qatar Free Zones Authority (QFZA) offer separate frameworks, and QFC and free-zone entities follow their own rules. Mainland companies fall under Commercial Companies Law No. 11 of 2015, as amended (including by Law No. 8 of 2021), with forms such as the limited liability company (WLL), the Qatari shareholding company, and branches or representative offices of foreign companies.
Approvals and how we work
We scope the route against the activity, the ownership and how the business will operate, then sequence ministerial approval, articles and commercial registration with our partner office in Qatar before a launch date is committed. A commercial registration alone does not answer sector or operational permit questions. For the incorporation detail see Company Formation in Qatar; for the wider practice see General Commercial & Corporate; to scope a project, contact our team.
MENA coordination
The firm was founded in Kuwait in 1986 and has a branch in Cairo. It covers MENA matters in cooperation with partner offices in Saudi Arabia, the UAE and Qatar, and partner offices in Turkey and the United States. Those partner offices are not branches owned by the firm; local licensing and advice are assessed in the relevant jurisdiction.
