Egypt’s Labour Law No. 14 of 2025 entered into force on 1 September 2025 and repealed Law No. 12 of 2003. A company entering Egypt should map each employment decision to the rules and implementing measures applicable on its date, rather than reuse a 2003-law checklist.
What changed in Egypt
The September 2025 change matters first to the date of the employment decision. Flag any agreement or internal policy drafted under Law No. 12 of 2003. Identify whether the role is ordinary employment, a different statutory category or a cross-border assignment; then check Law No. 14 of 2025 and implementing measures before changing terms. Do not state a notice period, leave entitlement or termination payment from a generic table without confirming the worker’s facts and the current law.
Identify the Egyptian employer and worksite
Name the entity that signs, pays and directs the work in Egypt. For regional groups, those roles may sit in different companies, so reconcile contracts, payroll and management instructions. If the worker moves between locations or entities, record when and why. The 2025 framework should be reviewed against this actual arrangement, not a group-wide job title.
Review documents drafted under the former law
Collect offers, signed agreements, internal policies, pay and leave records, permits and notices. Mark templates written for the 2003 law and compare them with current work practices and the law applicable to the decision date. Do not assume an old form was automatically updated just because staff use a new payroll system.
Check transition dates instead of copying numbers
For hiring, leave, discipline or exit, record the event date and the law and implementing decisions then in force. Egypt’s 2025 labor change makes old checklists a poor shortcut. A specialist should test notice, entitlement and process against the worker’s status and current rules, including any transition provisions.
Build a fair chronology for a dispute
Preserve original reviews, warnings, pay records, complaints and replies. Distinguish what is agreed from allegations and avoid writing a single tidy narrative after the event. Before a step affecting employment, ask Egyptian counsel about procedure and any response window on the actual record; an estimate from another country is not an answer.
Prepare the issue for local advice
- For a new starter, record employer, Cairo or other actual worksite, pay components, start date and the documents that must be ready first.
- For an existing worker, compare 2025-law updates to older contract or handbook language and flag differences for review.
- For a proposed exit, collect dated performance records, notices, investigation papers and the employee’s replies before selecting a procedure.
- For a regional transfer, identify where work is done, which entity pays and whether local advice is needed in each country involved.
