Locate the rights and delivery points
For an Egyptian energy project, identify site, permitted work, counterparty, supply route and acceptance point. Compare agreements with property, project and environmental records. A broad sector label cannot show whether the particular operator and facility have the arrangements the plan assumes. Create a schedule with document owner, issuing body, stated scope, expiry and unresolved condition. Distinguish a signed supply commitment from an assumption in a model. Confirm land access for construction and continuing operations rather than treating a single site visit as sufficient.
Test volumes, price and evidence
Who measures output or supply, how often, and what happens when readings disagree? Put meter maintenance, quality tests, price adjustment and record access into an operational schedule. A formula matters only if both parties can obtain the inputs and contest an error. Model a disputed meter reading, an interruption and a replacement device. State how data are collected, signed, shared and preserved, and which source controls payment while a test is pending. Match the invoice formula to the actual measurement point.
Connect construction to operations
Delays, site access, subcontractors and maintenance can affect future delivery. Read construction, supply, insurance and operating documents together. Assign notices and records for disruption, and test whether each team knows who is allowed to approve a change. Map handover between EPC, operator, offtaker and maintenance providers. Where one contract requires a notice or proof that another party holds, assign responsibility and a safe route for exchange. Check spare-parts access and insurance interfaces before an outage occurs.
Review each material shift
A changed site, technology, supplier or end-of-life plan may alter earlier assumptions. Keep versions of drawings, approvals and field data. Egyptian specialists should check current requirements and contract effects for the actual project before the change, rather than relying on an earlier high-level description. Keep a change register that identifies the business case, affected permits, land, grid or supply rights, drawings and testing. Record who signs off and when the change becomes operational. A general project review is no substitute for current Egypt-specific legal and technical advice.
